The balance of power among executive, judicial, legislative branches has shifted in recent decades – not just in the United States, or in the Philippines, but throughout much of the world. From the U.S. to the U.K. to France to Israel to India and beyond, the common pattern is rising executive and judicial power, falling legislative power. The COVID-19 pandemic exemplified and accelerated this trend: legislatures were largely passive in the face of the pandemic, while executives and judges made most of the decisions that matter. Why is this happening? Why is it happening everywhere at once? What does it mean for democracy? In this public lecture, Prof. Joshua Kleinfeld will address these questions. Atty. Tanya Lat will provide a Philippine perspective.
